In recent years, the rapid growth of distributed photovoltaic power generation in our province has played an important role in reducing industrial and commercial energy costs, increasing the income of urban and rural residents, and promoting green and low-carbon development. At the same time, there are also problems such as insufficient carrying capacity of the power grid, irregular project management, and inadequate construction and operation. In order to create a good development environment for distributed photovoltaics, in accordance with the relevant national and provincial policies on new energy development, the relevant matters concerning the strengthening of the whole process management of distributed photovoltaic power generation projects are hereby notified as follows.

1. clear access conditions. Distributed photovoltaic refers to the construction and operation of the user side, to the user side of the spontaneous self-use-based, excess power access and distribution network in-place balance adjustment as the characteristics of photovoltaic power generation facilities. All kinds of power users, investment enterprises, specialized contract energy service companies and individuals can invest in the construction and operation of distributed photovoltaic power generation projects, which are managed in accordance with the Interim Measures for the management of distributed photovoltaic power generation projects issued by the state energy administration, and do not need to be included in the annual new energy development and construction plan of the whole province. 4. regulate grid access. 5. ensure the quality of construction. Distributed photovoltaic investment entities must be constructed in strict accordance with the content of the project record, earnestly implement the relevant requirements of building load, wind resistance, waterproof technology, standardized construction, safety management, etc., and reasonably determine the construction method, relevant design, construction, installation, commissioning and supervision, etc. The participating units shall have the qualifications prescribed by the state, and the photovoltaic products used shall meet the requirements of relevant national technical standards to ensure the intrinsic safety of the project. The main body of distributed photovoltaic investment shall apply for grid connection after the completion of the project, and the grid-related equipment shall be accepted by the grid enterprise and the grid-connected commissioning shall be completed. Projects that fail to meet the relevant technical specifications shall not be connected to the grid, and the relevant losses shall be borne by the investors themselves. The distributed photovoltaic power generation project that has been connected to the grid is exempted from the power business license, the system reserve capacity fee is exempted, the remaining electricity on the grid is guaranteed to be purchased by the power grid enterprise, and the electricity price is subject to the relevant national policy. The market-oriented trading rules shall be separately stipulated in accordance with the spirit of the national power market reform.

6. enhance the ability to eliminate. Local development and reform commissions (bureaus) should combine the rolling revision of the power grid construction plan, organize local power grid enterprises from the power grid, load, power supply side to propose measures to improve the distributed photovoltaic network capacity and organize the implementation. Support power grid enterprises to optimize the mode of power grid scheduling, speed up the transformation of urban and rural distribution networks, and continuously improve the conditions of distributed photovoltaic network. Encourage industrial and commercial users to increase the proportion of roof distributed photovoltaic self-use and reduce delivery by building smart distribution networks. Guide in the elimination of difficult areas to build and share independent energy storage, by distributed photovoltaic development enterprises to lease or purchase energy storage capacity, without increasing the pressure of new energy consumption of power grid enterprises. The provincial electric power company shall timely submit the evaluation results of the province's distributed photovoltaic power grid carrying capacity to the provincial energy bureau, which shall announce to the public the list of counties (cities, districts) with difficulties in network consumption and the early warning level of low-voltage distribution network connection. Counties (cities, districts) with a red warning level will suspend the filing of distributed photovoltaic power generation projects from the date of announcement, and will be reopened after the network consumption capacity is improved and the red warning is withdrawn.

7. strengthen supervision and management. Local development and reform commissions (bureaus) should increase the publicity of distributed photovoltaic policies, unblock channels such as consultation and complaints, and respond to social concerns in a timely manner. In response to contract fraud, unqualified construction, illegal financing and other behaviors that harm the interests of the people in the process of distributed photovoltaic development, Actively cooperate with law enforcement agencies such as the Central China Supervision Bureau of the State Energy Administration to investigate and deal with them in accordance with laws and regulations, and effectively protect the legitimate rights and interests of the people. It is necessary to implement the supervision responsibility of the filing authority of the distributed photovoltaic power generation project, strengthen the supervision during and after the event, resolutely correct the illegal filing behavior, and urge the project unit to implement the main responsibility of project construction and safety production. In accordance with the requirements of the "Notice on Doing a Good Job in the Full Coverage of Renewable Energy Green Power Certificates to Promote Renewable Energy Power Consumption" issued by the three national ministries and commissions, guide power grid enterprises to complete the information submission of grid-connected distributed photovoltaic power generation projects, and urge new projects to complete the filing and filing work in time after being connected to the grid.
