Data is the basis of power reliability management and runs through the whole process of reliability management. In order to thoroughly implement the Measures for the Administration of Electric Power Reliability (Interim) (Decree No. 50 of the National Development and Reform Commission of 2022), innovate the concepts and means of electric power reliability management, further improve the accuracy, timeliness and completeness of reliability data, and deepen the application of reliability data, the relevant work is hereby notified as follows.
General 1. requirements
We will thoroughly implement the new energy security strategy of "four revolutions and one cooperation", implement the decisions and arrangements of the CPC Central Committee and the State Council, further improve and improve the work of power reliability management, take improving data quality as the premise, optimize the evaluation system as the starting point, deepen data application as the goal, focus on improving the level of power reliability management, support the construction of new power systems, and ensure the safe and reliable supply of energy and power. Better serve the economic and social development in the new era.
Digital empowerment, quality and efficiency. Make full use of power system operation data and power equipment monitoring data to carry out analysis and evaluation, promote the construction of power reliability management system based on real-time data, and realize automatic collection, intelligent analysis, traceable management and transparent supervision of reliability data on the premise of ensuring information security, so as to ensure the accuracy, timeliness and integrity of reliability data.
Optimize the system, scientific guidance. Establish and improve the power reliability evaluation system, form scientific, reasonable and practical evaluation indicators and evaluation methods, accurately measure the quality of reliability management of power enterprises, objectively display the level of reliability development and shortcomings, and guide the safe, healthy and sustainable development of the power industry.
Strengthen application and stimulate value. Give full play to the evaluation-oriented and service-supporting role of reliability data in the power industry, and encourage power enterprises to apply reliability data to strengthen planning and design, equipment selection, construction and transformation, operation and maintenance, and power supply services. Encourage power equipment manufacturers to strengthen product reliability design, testing and production quality control, and promote the promotion and application of the whole chain of reliability data.
2. Speed up the Construction of Power Reliability Management System Based on Real-time Data
(I) the goal of power reliability management system based on real-time data. By the end of 2025, newly-built units (hydropower, thermal power, nuclear power) and new energy stations (wind power, photovoltaic) that have been included in the reliability statistics and have been put into operation for half a year or more will all realize real-time collection and reporting of reliability data of major equipment. Major power transmission and transformation facilities realize real-time collection of reliability outage events, and real-time collection coverage of power transmission and transformation circuit, DC transmission system outage information and operation status shall not be less than 50%, the power supply system realizes the power supply reliability management based on real-time data. By the end of 2028, a comprehensive power reliability management system based on real-time data will be completed.
(II) power generation reliability management based on real-time data. Power generation enterprises should automatically generate equipment status information by extracting and analyzing real-time operation data of power generation equipment, and count and report reliability information such as unplanned outage and unplanned reduction of output of power generation equipment.
(III) improve the reliability management of power transmission and transformation based on real-time data. Power grid enterprises should integrate multi-source information such as production and operation, automatically study and judge the generation of 110(66) kV and above voltage level transmission and transformation circuits, DC transmission systems, major facilities shutdown information and operating status, and reduce manual intervention in reliability information.
(IV) promote real-time data-based power supply reliability management. Power supply reliability data acquisition of power grid enterprises should gradually transition from the manual reporting mode of power outage events to the independent research and judgment mode based on real-time data, encourage the application of blockchain and other technologies, eliminate interference in the data collection process, and further improve the traceability and verification mechanism of power supply reliability information.
(V) strengthen the power reliability data governance verification work. The National Energy Administration and its dispatched agencies, local government energy management departments and power operation management departments should focus on strengthening the verification of reliability data for power enterprises that fail to realize the construction of reliability management system based on real-time data on time.
3. optimization of power reliability evaluation system
(VI) establishment of power system reliability evaluation system. Focus on the reliability prediction of the planning system, the reliability assessment of the operating system and the traceability of the event evaluation, unify the classification of the event status, clarify the calculation method, data source and reporting mechanism of the index, and compile the relevant standards of the reliability index of the power system. Strengthen the connection between the reliability evaluation of the power system and the planning and construction of the system, the arrangement of operation mode, etc., predict the hard gap between the supply and demand of the power system in advance, fill the short board of the power system grid structure, and ensure the adequacy and safety of the power system.
(VII) promote the dynamic evaluation of power generation reliability. Power generation enterprises should be classified according to equipment type, manufacturer, product model, installed capacity, etc., strengthen the technical analysis of unplanned outage events, regularly evaluate the risk factors affecting the reliability of the unit, timely grasp the equipment status, characteristics and operation rules, and establish a dynamic optimization of equipment operation, maintenance and defect management evaluation system.
(VIII) promote the improvement of the reliability evaluation system of power transmission and transformation. Focus on the availability, ease of use and practicality of the evaluation system, improve the reliability evaluation system of power transmission and transformation facilities, supplement the evaluation methods and contents of power transmission and transformation facilities and circuits, highlight the life cycle evaluation of unplanned outages of major facilities and circuits (systems), guide power grid enterprises to strengthen planning and design, optimize equipment selection, strengthen operation and maintenance, and improve the reliability management level of systems and equipment.
(IX) promote the optimization of power supply reliability evaluation system. Scientific evaluation of power supply reliability management level, revision of power supply system reliability evaluation procedures, optimization of power supply reliability index release caliber, according to the characteristics of regional development to establish power supply reliability grouping, segmentation evaluation mechanism, instead of provincial and prefecture-level administrative region absolute value ranking method. This paper explores the research and application of power supply reliability online evaluation technology based on real-time data, and guides power grid enterprises to reasonably formulate reliability improvement targets and implement reliability management measures in line with their development stages.
4. Deepens the Application of Power Reliability Data Information
Give (X) play to the effectiveness of power system reliability management. Regularly carry out power system reliability evaluation, take targeted preventive measures against supply and demand gaps, grid structure, and major risks in the power grid; focus on major activities to protect electricity, peak summer, peak winter, extreme natural disasters and other key periods to carry out thematic evaluation, to ensure the safety and reliability of the power system. In close line with the development needs of the new power system, the integration of source network load storage and multi-energy complementarity are promoted, and the comprehensive regulation function of the power system is brought into play.
(11) Enrich the application scenarios of power reliability information. Taking the demand of power enterprises and power users as the traction, accelerate the innovative application of artificial intelligence, digital twin, Internet of things and other technologies in the field of power reliability, promote the sharing of reliability information across links, disciplines and the whole chain, build diversified application scenarios, and guide power enterprises to improve quality and efficiency in the fields of planning and construction, equipment selection, operation and maintenance, power supply services, etc, accurate service power users to repair electricity, site access, industry expansion capacity, own equipment management and other needs, to promote the development of new energy storage, new energy consumption, electric vehicle V2G, virtual power plant and other new business, to support the construction and development of China's new power system.
(12) Building an information exchange platform for electric power reliability. Strengthen the exchange of reliability management experience and assistance and guidance in the entire industry, promote the collaborative interaction of government regulatory agencies, power companies, power equipment manufacturing companies, industry associations, scientific research institutions, and technical consulting agencies, and build multi-level and cross-domain reliability information Sharing platform, promote the application and promotion of reliability information, advocate industry self-discipline and credit construction, and create a friendly development environment for win-win cooperation.
(13) Expand the reliability of customized value-added services. Comprehensive consideration of the individual needs of the government, enterprises, users and other subjects, combined with different basic conditions, the current level of development, reasonable formulation of reliability development goals, based on reliability information customization to provide regional power grid layout, rationalization of operation and inspection strategies, high-quality access to grid-connected programs, reliability online assessment and other value-added services.
(14) Strengthen the management of the full life cycle of equipment based on reliability information. Focus on the problems and shortcomings of power equipment in the whole life cycle of design and manufacturing, installation and commissioning, production and operation, equipment decommissioning, etc., open up the management chain of power equipment operation and maintenance end and design and manufacturing end, break down the reliability information barrier of power equipment, and effectively coordinate the cost expenditure of equipment safety, reliability and whole life cycle management.
(15) Explore the reliability management mechanism of thermal power units based on the normalization of flexible operation. Focusing on the reliability requirements of the new power system construction for thermal power units, reliability data and event analysis should be able to reflect the impact of the unit's frequent, rapid and deep peak adjustment, frequent start-stop, long-term standby and flexible operation such as voltage regulation and frequency modulation on equipment reliability. Strengthen flexibility to adjust the deployment of measuring points and automation devices for operating coal-fired power units, strengthen information management, improve unit operation prediction and early warning capabilities, attach importance to operation conditions and event analysis, and provide flexibility to the government and industry to adjust the reliability of operating coal-fired power units in a timely manner Event information, pay attention to the operating conditions of the unit, and effectively ensure the safe and reliable operation capability of the unit.
(16) Actively and steadily promote the application and promotion of reliability information. Guided by diversified application, differentiated management and practical evaluation of power reliability, we will adhere to pilot first, scientific verification, point-to-area and orderly promotion, focus on industry needs, identify application scenarios, actively promote the reliability-centered power equipment maintenance (RCM) mode, comprehensively consider safety, reliability, economy and other factors, and improve maintenance quality and efficiency by 2024, the RCM pilot project covers major equipment in the fields of power generation, transmission and transformation (including DC) and power supply. Explore the pilot demonstration work in the fields of new power system reliability, low-voltage power supply reliability and user reliability, realize the extension of power reliability management to multiple load users and end users, and promote the high-quality development of power reliability.
