Article 2 Supporting objects

Article 3 Investment Promotion Support

(I) settlement support. For newly settled headquarters of the world's top 500 new energy enterprises, settlement support of no more than 0.1 billion yuan will be given according to conditions. For newly settled other new energy enterprises (institutions), according to the conditions to give settlement support, generally not more than 50 million yuan. This project funds can be used to support business development, company executives and core team.

(II) investment cooperation agencies support. Support shall be given to investment promotion cooperation agencies approved by the district government according to conditions, not exceeding 500000 yuan/year. Institutions or individuals that effectively introduce target enterprises (institutions) in Futian District shall be given introduction support according to conditions, with a single project not exceeding 1 million yuan and an annual project not exceeding 5 million yuan.

The support for investment promotion shall be implemented in accordance with the Several Policies of Futian District of Shenzhen City on Supporting Investment Promotion and Its Operation Rules.

Article 4 Headquarters Enterprise Support

(I) headquarters identified support

After being recognized as a new energy headquarters enterprise in Futian District, one-time recognition support can be given according to conditions, not exceeding 5 million yuan. Article 5 Support for the Listing of Enterprises

(I) Listing Support

New energy enterprises listed on major stock exchanges at home and abroad shall be given no more than 10 million yuan of support according to conditions. A one-time support of 1 million yuan will be given to new energy enterprises that have been listed on the red chip and structural contract structure and successfully listed on the new three-board innovation layer. (II) financing risk compensation

Encourage banks, insurance companies, financing guarantee companies and other financial institutions to increase credit financing support for listed echelon enterprises, and provide limited risk compensation according to conditions.

Article 6 Industrial Talent Support

Encourage qualified enterprises (institutions) and relevant individuals to apply for Foton Talent Club Talent Support Program, including but not limited to internship base support for college students, individual income tax support for overseas talents, support for mature management talents, support for growing management talents, etc., based on the Measures for Further Implementation of Foton Talent Club Program (Fu Fa [2021] No. 10) and the application guidelines published in that year.

Article 7 Housing support for industrial talents

For enterprises (institutions) and related individuals that meet the housing support conditions for industrial talents, according to the number of talents and other conditions, industrial talents will be given housing rent allocation or supplementary rent support. Article 8 Industrial Space Support

(I) government industrial housing support

For qualified new energy enterprises, they can apply for renting government industrial houses in Futian District, and give corresponding rent concessions according to regulations. In principle, they can be leased at a minimum of 30% of the market evaluation price.

(II) Social Industrial Space Rent Support

Eligible new energy companies lease social industrial space for their own use in Futian District, and provide support of no more than 100 yuan per square meter and no more than 2 million yuan per year according to conditions. Eligible new energy companies rent new energy professional buildings in Futian District, and provide support of no more than 120 yuan per square meter and no more than 3 million yuan per year according to conditions.

Article 9 Support for the industrialization of new technologies

(I) Technology R & D Support

Encourage all kinds of innovation subjects in the region to carry out technological research in core areas such as digital power grid, advanced nuclear energy, photovoltaic, natural gas, integrated energy, near-zero carbon technology, and speed up the transfer and transformation of scientific and technological achievements. to obtain national, provincial and municipal science and technology plans, science and technology awards and other projects, or obtain national, provincial and municipal special support funds for the transformation of scientific and technological achievements, give no more than 2 million yuan, 1 million yuan and 500000 yuan one-time rewards respectively, and no more than 50% of the superior reward amount.

(II) enhance core competitiveness support

Support the steady growth of enterprises, encourage enterprises to innovate business concepts, expand operations, enhance the core competitiveness of enterprises, and provide no more than 1 million yuan of support to qualified new energy enterprises. This project funds can be used to support the company's executives and core team, and can also be used for business development.

(III) industry impact support

For the first time in the world's top 500, China's top 500, the world's top 250 energy, China's top 500 energy companies and other authoritative lists, according to the conditions to give no more than 5 million yuan of one-time support. For the new energy enterprises or product catalogues selected in the "single champion" and "specialized and special new" lists, 1 million yuan, 600000 yuan and 300000 yuan will be given one-time support according to the national, provincial and municipal levels respectively.

(IV) Digital Transformation Support

For enterprises to purchase or develop digital transformation products of new energy main business such as data center and Taiwan, support of not more than 500000 yuan shall be given according to 50% of the actual investment. If digital transformation diagnosis is carried out, it can be included in the actual investment.

The implementation of the digital transformation plan, industrial chain enterprises to develop cluster applications, build cluster platforms, operating cluster platforms, and obtain municipal industrial Internet special support funds, according to 50% of the funds received to give supporting support, not more than 5 million yuan. New energy enterprises join the platform and give no more than 50% of the service fees charged by the platform and no more than 500000 yuan support.

(V) M & A Support

New energy companies acquire and merge key enterprises in the new energy industry chain at home and abroad through overall acquisitions, investment holdings, etc., and the amount of mergers and acquisitions and reorganizations reaches 0.2 billion yuan and above, and support is given at 5 ‰ of the actual expenditure of mergers and acquisitions, not exceeding 5 million yuan.

(VI) financing guarantee support

For qualified small, medium and micro new energy enterprises, the new financing guarantee in the previous year shall be supported at 50% of the guarantee costs incurred, not exceeding 100000 yuan.

(VII) loan discount support

Support for eligible new energy enterprises that have paid loan interest in the previous year, and support shall not exceed 30% of the actual interest paid in the previous year, and shall not exceed 1 million yuan.

Article 10 Support for the application of new technologies

New buildings in the jurisdiction adopt advanced green and low-carbon technologies, or apply green and low-carbon technologies to existing buildings for energy-saving and carbon-reducing transformation. The actual investment is more than 1 million yuan, combined with the energy-saving and carbon-reducing amount of the project and the purchase proportion of low-carbon supermarkets, according to the actual construction investment of the project within 20%, no more than 5 million yuan support. For the identified application demonstration projects, an additional 50% support not exceeding 2 million yuan will be added.

Including but not limited to the following technical applications:

(I) Distributed PV Project Support

Combined with the proportion of low-carbon supermarket purchases, electrochemical energy storage projects that have been connected to the grid and put into operation and actually invested more than 1 million yuan will be given according to the actual discharge. Support of no more than 0.5 yuan/kWh, each project support period is 3 years, and the same project support does not exceed 2 million yuan.

(III) phase change cold storage project support

Phase change cold storage projects such as air-conditioning cold storage and cold storage refrigeration system renovation carried out in the jurisdiction area have actually invested more than 1 million yuan and the energy saving rate is more than 10%. In combination with the purchase proportion of low-carbon supermarkets, no more than 2 million yuan will be given support according to less than 20% of the actual construction investment of the project.

(IV) Light Storage Direct Soft Project Support

Support enterprises to carry out the construction of optical storage direct softness projects in the jurisdiction area, and give no more than 5 million yuan support to optical storage direct softness projects with actual investment of more than 2 million yuan and DC load/total load ≥ 10% that have completed grid connection and passed acceptance, combined with the purchase proportion of low-carbon supermarkets, according to within 20% of the actual construction investment of the project.

(V) building energy-saving renovation support

To carry out energy-saving renovation of existing buildings in the jurisdiction, the actual investment is more than 1 million yuan and the energy-saving rate is more than 10%, combined with the proportion of low-carbon supermarket procurement, according to the actual construction investment of the project within 20%, to give no more than 3 million yuan support.

Article 11 Green Building Support

For buildings (parks) that have obtained the national three-star or Shenzhen platinum-grade "green building operation logo" certification, a one-time support of 800000 yuan will be given.

For construction projects that install energy consumption sub-metering devices and realize data networking with the energy consumption monitoring system of the district after completion, support of no more than 60000 yuan shall be given within 40% of the actual construction investment of the project.

Article 12 Green Construction Support

For ultra-low energy consumption buildings and near zero carbon building projects (excluding residential buildings), the construction area shall not exceed 100 yuan per square meter, and no more than 5 million yuan shall be given. This item and Article 10 "New Technology Application Support" do not duplicate support.

Article 13 Carbon Neutral Support

Encourage enterprises (institutions) to purchase emission reductions (including but not limited to Shenzhen carbon inclusive certified emission reductions, national certified voluntary emission reductions, etc.) to practice carbon neutrality. For the above-mentioned emission reductions sold for the first time after the purchase and issuance since 2022, a one-time support of 10 yuan/ton and no more than 100000 yuan will be given to the purchaser; for the cancellation of the above-mentioned emission reductions to achieve carbon neutral offset, a one-time support of 20 yuan/ton and no more than 200000 yuan will be given.

For buildings (excluding residential buildings) in the jurisdiction that achieve carbon neutrality, support shall not exceed 500000 yuan based on the purchase of less than 30% of the total investment in voluntary emission reduction.

Article 14 Support for carbon market development

(I) standard technical document preparation support

Enterprises (institutions) are encouraged to prepare and develop national standards, local standards and industry standards in the fields of carbon emission reduction and carbon inclusion, and if they are successfully released and formally implemented, they will be given one-time support of 500000 yuan for national standards and 300000 yuan for local (industry) standards.

(II) Carbon Asset Management Service Support

The owners of emission reduction projects are encouraged to entrust the service organizations of low-carbon supermarkets to carry out services such as carbon footprint evaluation, scientific carbon target (SBTi) application and certification, international sustainable development and carbon certification (ISCC certification), carbon emission management system certification, etc., with support of 30% of the project service contract price not exceeding 50000 yuan.

(III) emission reduction certification support

The owners of emission reduction projects are encouraged to entrust the service agencies of low-carbon supermarkets to verify the emission reduction, and give a one-time support of 10 yuan/ton and no more than 100000 yuan according to the verified emission reduction (more than 1000 tons).

(IV) Carbon Inclusive Scenario Creation Support

Encourage enterprises (institutions) as the main body of operation, the business premises, public places, public institutions, etc. to create a carbon inclusive scene. For operators who successfully apply for the creation of carbon inclusive scenarios, no more than 300000 yuan will be given financial support based on 50% of the development cost of the carbon inclusive scenario platform.

Article 15 New Energy Professional Building Support

(I) settled enterprise support

New energy enterprises newly settled in Futian District who settle in new energy professional buildings shall be given office space support of no more than 10 million yuan/year according to the conditions, for 3 consecutive years, with a cumulative total of no more than 30 million yuan. Specific basis for the implementation of "Shenzhen Futian District to support investment promotion measures" and its operating rules. Other enterprises that settle in new energy professional buildings shall be supported in accordance with the second policy of Article 8.

(II) Operations Support

1. Identification of support. Encourage social property in Futian District to actively introduce and gather new energy enterprises (institutions), build professional buildings (parks), and create a good environment for agglomeration and development. For those who meet the identification criteria, the operating entity shall be given identification support of no more than 300000 yuan.

2. Operational support. For professional buildings that meet the certification standards, according to the core competitiveness of the new energy enterprises settled in, operation support of no more than 1 million yuan/year will be given.

3. Service support. Awarding professional building accreditation titles and plaques; Set up a "24-hour government service area" in the building; Equipped with service specialists to respond to the government service demands of operating agencies and settled enterprises in a timely manner; Provide a series of government services such as joint investment promotion, government affairs consultation, policy publicity, statistical business training, etc.; Include the high-quality industrial space resource library in the jurisdiction and focus on promotion.

Article 16 Support for key projects

For the extra large, scarce and key projects supported by the district government, the "one matter, one discussion" method can be adopted to support them.

Article 17 Limitations and Exclusion

1. The total amount of industrial financial support enjoyed by the same enterprise in the year shall not exceed 5 million yuan, and that of super-large enterprises shall not exceed 10 million yuan.

2. If the same project of the enterprise has been supported by other policies of the district government, this measure will not be repeated. The number and amount of projects supported by this measure are limited and controlled by the total annual budget of special funds for the industry.

Article 18 Supplementary Provisions

This measure will come into effect on June 9, 2023 and will be interpreted by Futian District Development and Reform Bureau until December 31, 2024.
