Futian District, Shenzhen: The highest subsidy for distributed photovoltaic is 0.4 yuan/kWh!


The Development and Reform Bureau of Futian District, Shenzhen City, Guangdong Province issued a notice on the issuance of "Several Measures to Support the High-quality Development of Dual-carbon Economy in Futian District, Shenzhen City. The document clearly supports the use of advanced photovoltaic technology to carry out the construction of distributed photovoltaic projects in Futian District. After the project is connected to the grid and passed the acceptance, combined with the purchase proportion of low-carbon supermarkets, photovoltaic projects with an actual investment of more than 1 million yuan will be supported according to their actual power generation capacity in the previous year. Thin-film photovoltaic demonstration projects will not exceed 0.4 yuan/kWh (not superimposed with municipal subsidies), the benchmark regular photovoltaic project shall not exceed 0.2 yuan/kWh (not superimposed with municipal subsidies), the support period of each project shall be 3 years, and the support of the same project shall not exceed 20% of the actual construction investment of the project and not exceed 3 million yuan.

National Energy Administration: Strengthen the governance of power reliability data such as new energy stations.


The State Energy Administration issued the Notice on Strengthening the Governance of Electric Power Reliability Data and Deepening the Application and Development of Reliability Data. It is clear that by the end of 2025, all newly-built units (hydropower, thermal power, nuclear power) and new energy stations (wind power, photovoltaic) that are included in the reliability statistics and have been put into operation for half a year or more will be collected and reported in real time.

Hubei: Encourage distributed PV development enterprises to lease or purchase energy storage capacity


On August 23, Hubei Province "Notice on Strengthening the Whole Process Management of Distributed Photovoltaic Power Generation Projects" solicited opinions. The notice proposes that for projects that are still willing to be built in areas with restricted access, project units are allowed to realize all spontaneous self-use of distributed photovoltaics through supporting user-side energy storage, and grid enterprises support grid-connected access on the premise that they promise not to send electricity back to the public grid.

The Anhui Provincial Energy Bureau issued the "Notice on Further Promoting the Orderly Development of Distributed Photovoltaic Standards", which gives new requirements for distributed photovoltaic management. The document points out that new ground photovoltaic power stations with a record of less than 6 megawatts (including photovoltaic power station projects built using pit pond water surface, combined with agricultural greenhouses, livestock breeding, etc.) are included in the annual construction scale management, and projects not included in the annual construction scale shall not start construction or be connected to the grid.
